Speaking at the Health Financing Forum for Cross-State Learning, organised with the World Bank, he emphasized preventive and primary care, stronger referral systems, and improved hospital management. Highlighting the World Bank’s Result-Based Financing (RBF) model, Zeliang noted its role in enhancing accountability and efficiency. He urged Northeastern states to adopt innovative, collaborative strategies, reduce out-of-pocket expenses, and ensure financial protection. The forum also released the FinHealth Assessment Report analyzing regional health financing and reforms.
