Ukrainian President Volodymyr Zelenskyy has called for Russian President Vladimir Putin to be prosecuted as a “war criminal” for the invasion of Ukraine. Zelenskyy signed an accord with the Council of Europe to establish a special tribunal to try Russian officials, including Putin, for the crime of aggression. While the International Criminal Court (ICC) has already issued a warrant for Putin over war crimes, it lacks authority over crimes of aggression. The proposed tribunal may also target Belarusian and North Korean collaborators. Zelenskyy emphasized the need for European unity and courage to ensure justice is served.
