On May 21, during a cabinet meeting, Assam Chief Minister Himanta Biswa Sarma announced several important initiatives addressing security, economic growth, and infrastructure development. Speaking at a press conference held at the Lachit Barphukan Police Academy in Dergaon, Golaghat district, Sarma detailed key decisions made by the cabinet to improve public safety, boost cultural economy, support labor welfare, and enhance state facilities.
One of the most notable measures introduced is the implementation of a paid Personal Security Officer (PSO) system. This new system allows individuals who feel their safety is at risk to avail themselves of government-assigned personal security by paying Rs 75,000 as remuneration. The Chief Minister emphasized that this service is designed specifically for those who genuinely feel threatened and have sought security support over a long period.
In addition to security measures, the government announced a strong focus on promoting the "Concert Economy." This initiative aims to institutionalize the policy of hosting major concerts, which will take place in Guwahati, Dibrugarh, and Jorhat in December. Sarma stressed the importance of this sector in keeping Assam competitive with neighboring states like Meghalaya, highlighting the economic potential of the entertainment industry and its role in job creation and tourism.
Ahead of the upcoming Durga Puja festivities, the cabinet also took a significant step by deciding to increase the daily wage of tea garden workers from the existing rate to Rs 250, effective from October 1, 2025. This move addresses a long-standing demand from the labor community, improving their economic well-being and reflecting the government's commitment to workers' rights and welfare.
Regarding industrial development, the Chief Minister highlighted Assam’s 26 percent equity stake in Numaligarh Refinery and announced an additional Rs 205 crore investment to support further development initiatives within the refinery. This infusion of capital aims to boost the refinery's operational capacity and contribute to the state’s industrial growth.
On infrastructure, the cabinet approved a budget of Rs 284 crore for the construction of a new Assam Legislative Assembly complex in Dibrugarh. The new complex is planned to feature an Assembly hall with seating for 1,000 members and include residential accommodations for MLAs, reflecting the government’s focus on upgrading state legislative infrastructure to meet growing demands.
Moreover, the Assam cabinet decided to upgrade the Khanikar Stadium in Dibrugarh, transforming it into the state’s largest stadium with a capacity of 35,000. This development will provide enhanced facilities for sports and large-scale public events, contributing to the promotion of sports culture in the region.
Lastly, the second phase of development at the Lachit Barphukan Police Academy will receive an additional allocation of Rs 229 crore. These funds will be used to construct residential quarters and improve training facilities for trainee officers, strengthening the capacity of law enforcement in the state.
Overall, the cabinet meeting marked a comprehensive approach toward improving security, boosting cultural and economic sectors, supporting workers, and upgrading state infrastructure, reflecting Assam’s commitment to holistic development across multiple fronts.
